Sansui Quad Amp blowing fuses: Where do I start??

Must be a short somewhere, but where? All the connections look good. It has a 4 amp fuse on the back. That's the problem. It has another row of 6-3 amp fuses internally. They are all fine. Could it be a grounding problem?

As a first step I would check the rectifier located after power transformer secondary winding. What model is it ?
 
Fuses

Could be the output transistors shorted as well, if someone accidentally shorted speaker wires together it can take out the output transistors, a shorted transistor will blow the power fuse.
