Sansui SC-3100G Issue

So I replaced all the belts deoxIT all the controls and demagnetized the head. On playback both the EQ's are bouncing and there isnt much sound other than whats like an ambulance siren wee woo wee woo wee woo. So I a ma novice and I need some advice on what that could be. Its in such good cosmetic condition inside and out. I really want to service it myself and bring it back to life. I will appreciate any advice. THANK YOU!

First off: when you hear an ambulance sirene, please move to the side of the road:D

By "EQ's" you mean the VU-meters? And by "bouncing" you mean that they respond as one would expect?
 
The first you should be sure there are no Demons inside.
Ghost of scrapped ambulance for example.
So you need exorcist.
If exorcist proves there are no Demons inside, you should service this deck.
What does not mean only replacing of belts. Audio or video with sound could help.
Start play without cassette and look at pinch roller - it engages? Try to stop it with your fingers, grip is OK?
 
Try pushing the play/record switch about 50 times and if you have contact cleaner give it a spray with that. That switch is on the circuit board and is long and silver. You can take the top off and use your fingers to slide it. You could also exercise the switch by putting a recordable tape in and pushing the record button on and off several times.
