Scott R306 reciver FM problem

I got this reciver with some main amp transistors problems. Replaced 4 of them and its working fine but I have a problem with the FM ot is not detecting stereo. Working only in mono and the sound is fine.
As blind guess i replaced C133 but it didn't help i tried the reciver with C133 removed I got stereo signal but sound is distorted. The signal meter is not working as well but I think it is the meter it self because I can see small voltage on the meter leeds changes with tuning (I have a meter that might work).
Any help regarding the stereo detection is highly appreciated.
I don't want to throw it away after all this time and effort. Please help. my experience with radios is extremely limited.

Does the tuning meter work on AM? AS for the stereo decode, have you tried adjusting Osc Adj VR 10? (Looks like perhaps VR106)

the is not working at all i guss its the meter it self as there is a signal voltage reaching it but ut isn't moving.
The osc adjust (vr103) hase completely no effect I don't know why. I actually suspected it was broken. Cleaned and test it. It is good but has no effect.

What i noticed is the voltage on pin 10 is 2.7 volt instead of 3.8 all other voltages are about 0.2 to 0.4 volts less than what is stated.
