Slight hum doesnt raise or lower with volume knob on my fisher allegro

usually the warm-up hum is the tubes not being quite perfectly balanced. Might even be one section heats faster than the other so the current flow comes up unevenly.
 
Not necessarily. Usually when caps fail and hum it doesn't go away. This sounds more like a tube imbalance (one warming up faster than another) in the amplifier. Could be a weak ELL80 or an imbalance in in the EL-95's. If EL-95's swap one of pair between pairs and recheck. Had this problem in my '51 Coronet. P-P-P 6v6's. replaced all with new and then Dave helped me modify the amplifier so it was stable.(it needed help!) Hasn't hummed in 6-8 years and it gets fired up maybe 3-4 times a year now when I'm in the Garage.
