Sony TC 177 SD ff/rew don't work

I have a Sony TC 177 SD and it has an issue when advancing or rewinding the tape, depending on which tape it is, it simply does not advance or rewind. I already changed the belts for good ones with no results. But, I noticed that using it without the counter belt it works normally and if I put the counter belt on, the problem returns. Any ideas on how to fix it?

One possibility is that depending on the mechanism's construction, the motor pulleys and idle tire may be driving the rew and ff functions.
