Does anyone have a working TC-209 that they would be willing to take the cover off of and send me some pictures of the back of the cassette mechanism? I bought one second hand off of someone and play doesn't work (the take-up real doesn't turn) even though it will fast forward. Also, the VU meters are maxed out at all times (except when record is pressed or the the stop button is held down). It was clear a belt had melted in there, but been replaced by the previous owner, because I had to go in there and clean out residue (although that didn't fix my problems).

I usually only do basic repairs, I'd check the counter belt, some of these only play with a working belt but they tend to get hard over time. It might look good but if it's slipping the deck won't play.
I've cleared up some issues like pegged, or dead, VU meters by working the REC key a bunch of times, if you see a little VU movement while doing this, you might be able to get it working correctly, otherwise a good cleaning of all the internal sliding metal parts of the transport might help. It looks like there's four toggle switches, those can also contribute to meter issues, a good cleaning might also help. Most of this equipment sat for years with the switches in one postion.
That looks like an early cool deck, good luck with getting it going.
