Sony TS-p1 gain adjustment and voltage

I have slightly wobbly speed on my SONY Ts-P1. I cleaned the pots and it helped a lot, but the stroboscobe platter is not 100% stable and I am trying to achieve perfection here. I think it is because of the voltage or gain adjustments. Pic below is gain adjustment guide from my Sony TS-P1 turntable.

I do not have “regulater power supply” nor am I comfortable with unsoldering the A part. When I plug the TT to power and run motor, the places where regulated power supply should go, multimeter results in ~17V. So the question Q1 - if I have my tt using power outlet of 230V and not regulater power unit, should I still adjust my RV4/RV5 to 2,5V balance in Q6 and Q8?

Q2: Voltage
The outlets in my country are 230V. The turntable is either 120v or 220v (with a switch). I am of course using it with 220v. Could this also be a cause of my speed problem? Any ideas how can I reduce my power outlet to 220v?
