Speaker Cable Bargain?

The local discount/surplus/nobody-wants-it-so-we-sell-it department store is selling Monster Speaker Cable Connection Kits for $12. The kit includes two twenty (20) foot lengths and one ten (10) length all three with color coded gold lock notch contact connectors. Based on what I've seen Monster Cable sell for this appears to be a bargain.

Two questions:

1) Is this the bargain it appears to be?

2) What effect, if any, does splicing speaker cable have on overall sound quality?

I know: another speaker cable discussion. Sorry.

Never been a fan of monster anything but its probably worth what they are selling it for.
