Rubber cement no, epoxy yes.
You will be gluing them together at the shear line, and will need to create a material that will extend beyond that point, plastic is IMO best, a thin epoxy impregnating the next 1/4" out from the tear should work. Too far and you will make the spider too stiff, to little and you will bend at the fracture line and quickly re-fracture there.
Did you call Simply Speakers (or other) to ask if they have a generic spider for this or an appropriate epoxy? You might be able to buy a cone kit that includes the cone with all of these parts assembled to it also.
The JBL in my photo has been running this way since I repaired it a couple of months ago, has a pretty large extension since it is a studio subwoofer. I ordered a new cone kit but haven't had the time to put it in, ... might not need to for a while!
