Stained? Tuner meter....and other issues

Just picked this Sansui 5050 at a thrift, cleaned up really nice except for the peeling vinyl case. The tuning meter has some sort of stain on it and I was wondering is that something I can clean or is it sealed on the inside? Also roughly the left half of fm range seems to just be static across it while the right side seems fine...is that an adjustment issue or possibly something else? I'm still new to this hobby so be gentle! Thanks in advance....

It looks like something got between the meter and the dial face. Remove the meter and you should be able to clean it. As far as the tuning issue, start by cleaning the tuning capacitor.
