Yes, it is.

The Q10 & Q13 positions are part of the darlington series pass element, and having more current drive capability of the 2383 is an advantage.

The Q11 element is a feedback correction / control element, controlling the Darlington Q10 /Q9 series pass element. Darlingtons have very high gain so there is little current draw needed to control it, and thus the 1845 which has more gain, is appropriate.
