Teac 3440 Breaking Question

While transferring some old Maxell reels, some are being drawn into the center of the hub and mangled when hitting 'play' after 'FF' or 'rewind.'
Even if I hit the opposing direction button while in one mode, the machine will sometimes still eat the tape.

Would this be a breaking issue, with either too much or too little being applied?

Brakes are too tight which is a common defect with some Teac decks. Some glue gets on the the brake drum and brake bands. Clean the drum with a mild surface cleaner. No solvents. Clean felt brake felt bands with a stiff brush or install new bands.
