Teac 3440, electrical clicking varies with tape speed, not mechanical

Hello folks,

I recently purchased a used 3440. Yesterday I noticed a soft electrical click from the outputs. At 15 ips it's maybe 38 bpms when in stop. It accelerates to about 47 BPM when in play. The whole affect is about 1/2 in 7.5 ips. Curious. Observing the flywheel during this ther seems to be no noticeable correlation between its rotation and the sound. The flywheel makes several revolutions for each click. Can't think of what would be making an audible clocking sound. Any ideas?

What test equipment do you have? Sounds like the kind of noise that younget when a filter cap is breaking down, I'm just struggling for what process would increase the pace when in play. If you have a scope, that would make it a lot easier to isolate.
 
I have a nice dual trace scope, etc. Looking at the schematic of the capstan motor board there is [1] electrolytic cap. Also interestingly that is the only board in the whole machine that has an IC in it. I think 1st I'll remove and test the cap. Then maybe think about swapping out the IC. Thoughts?
