Teac A-3440 sync signal

I recently acquired this machine from a studio that shut down. Overall record and playback functions are working perfectly, except when I try to overdub. Playback works up until the moment record is engaged and the monitor signal cuts in half and becomes really scratchy. I thought it could be a problem with the Sync EQ pcb, but it's the same on all four channels and it seems strange that all four would have the same fault? That said, it appears to have been re-capped at some point. Could that have something to do with it?

Thanks!

So if you play a test tape tone, the normal play is fine in all 4 channels but when you switch to Sync, the volume is half in all 4 channels?
