Teac X7R General Export Problem

I recently picked up this model deck and it was in need of a deep cleaning from top to bottom. I will say the motor speed and sound was impressive Everything was working fine. Anyway, I decided to change belts, clean heads, lubricate etc. I put everything back together and capstan motor does not power on. I figured the fuses could have blown. I know other similar decks have the fuse box right on top but in this location is the voltage setting. Where are the fuses? I think I answered my question realizing it is a general export model. Anyone have any experience with these models?
