Technics SL-10 repair assistance needed

Hello to the group!
I inherited an SL-10 with original MC cart. from a friend that has a garbled distorted output when playing records. Doesn't sound like a cartridge issue as much as an electronics issue. I have been going through the unit extensively and replaced all caps in audio path and most other caps related to the preamp section. I get a good sine wave through the entire circuit until the negative side of C609 and C610. After that I get nothing. The only thing I can see when measuring voltages is that the supply voltage to the MCamp circuit is at 7.75V instead of the 8.9V stated in service manual. I am half tempted to put it all together to test out my repairs but the low voltage is concerning me that after the re-assembly, it may still be not work correctly. I have gone through the entire 12V supply side to the Q1 and Q2 transistors and even with all other paths verified good, I still can't get the voltage to come up. I replaced Q2, zener and related caps and resistor too.
I guess if there is a question in there, it would be has anyone dealt with this and if so what did you do about it?
Would really like to get this thing off my bench!
