Technics SL-1350 Speed problem

A friend dropped off his Technics SL-1350 because it runs slow only when set to 33. It runs fine at 45. I've worked on many Technics before and know to clean both sets of speed pots and the speed change switch. Now it runs at a maximum of 26 rpm when set to 33. As I said, 45 runs at 45. I don't know if a resistor is out of spec or if a capacitor went bad or if it's something else. I know that resistors can affect the speed because I modified my SL-1650 to run at 78 rpm by adding a resistor and switch to put it into the circuit. I'd appreciate any suggestions or help for fixing this.

Sounds like a bad cap. I would start with testing all the caps supply power to the motor.

There should be couple transistors. Test them as well.
