The cue button works irrespective of whether there is a record on the platter of my SL1600mk2, or even a platter on the spindle - but pressing the start button without a record present causes the platter to spin just long enough to do it's optical check (line of sight between the back IR illuminator, and the windows in the platter).
An alternate failure mode... the connection to the arm driver board may need some DeOxit, or could just be a trifle finicky. You need to make sure the cable plug is fully seated - there shouldn't be a visible gap twixt plug & board socket.
The missing plastic piers aren't necessary for normal operation; they're used to lock out the suspension for transport or dj ?'scratching'?. The transit screws use 'em to bolt upper deck & floating base together.
