Technics SL1600 slow rpm

I dug out my wife's old Technics SL1600 which her brother gave during her teen years.
I was thinking of surprising her by having it refurbished.

I fired it up and I can't get it to run up to 33 rpm. The strobe dots keep on moving backwards and a quick check with an rpm app shows that it can barely get up to 32 rpm.
However, it can spin up to 45 rpm though the speed never holds steady and fluctuates between 45 to 46.

After searching for solutions online I cleaned out the pots and all the contacts. Did it thoroughly a number of times but it didn't solve the problem. But I did notice that the variable resistor plastic screws were missing (these are the variable resistors VR1 VR2 that enable further adjustment on the pitch controls): 242349228_401465868022205_7187560126482817608_n.jpg

Could this be the culprit? If it is, can anybody direct me where to get replacements.

Also, do the servo IC commonly fail on this model? And can they be replaced?

Appreciate any inputs from Technics experts here.
