technics SL1900 not spinning

my technics turntable sl 1900 stop spinning, I cleaned all the contact points, switch. And through service manual I checked the pcb,it's neat n clean. I checked voltage in IC AN630 pins.Many of the pins in ic showing abnormal volts,either higher or lower volt.in some pin its ok.why it's like this?is the IC faulty or resistor in the ic line fault?Please advise. Looking forward for your reply
