Not too sure... here's the quote from the Ad:

That's a lot of stuff wrong with it, and that's just what the seller will admit to. As for the case - he might take a better photo. I bought a 4220 like this for $30... still waiting for me to figure out what's wrong with it .

Posting it more for the wood case, the unit could be parted out to pay for the whole deal. The tuner not working could be the guy not hooking an antenna up, you know some people are clueless. For $100, the cases go for more than that on fleabay.

This guy lives like 15 houses in from my friend who lives on the corner of the street as per the map. I should have him walk down the street for a look see. Sounds like a kid who may have gotten in over his head.

100 ain't alot of money, the wc-10 would fetch over 100 on flea bay, it's a money maker. even if it sold for 130 bucks that's $30 profit for walking down the street and taking out some screws!

Tuner is probably an easy fix (I've seen quite a few bad transistors in tuner section power supplies) and the meter light is basically free. I'd jump if I was local.
