Turntable buzzes when turned on.

I have been working on am akai 206c deck for a bit now and I got almost everything working, except for a buzzing sound when it's plugged in. When not plugged in it does buzz a bit but it's very faint and basically in audible at listening levels. However when I plug the power cable in there is a fairly loud electrical buzz that comes through. I already reflowed some of the solder joints but that didn't really do anything. I checked all the ground connections but they seem to be fine. Any tips ?

On a few Dual, the cartridge picks up noise from the neon strobe. Just a notion you might want to persue.
