I’m not arguing for you to keep the table, or that the speed is correct, just that you need to verify with something more than a phone app.
You can purchase a standalone strobe light/tester on Amazon for well under $50, and this is probably the best option and a useful tool for future use.
Another option: The 2000 plinth has arm boards right? Just cut some scrap wood wide enough to sit into the recess, doesn’t even have to fit length wise, drill it for the tonearm and try it….all it has to do is be playable for one record pass.
Assuming you’ll be asking for a refund, the seller may require something more than a phone app, but maybe not
