TV appears to be causing ground loop

Perhaps the extra wire could indicate between which components the possible ground loop exists.
Then the hard part will be determining if and where the end of a connection has more than one ground on one piece of equipment and a connection bonded together on the other.

So in moving the pre around I discovered that physical proximity of the pre to the TV makes it louder. With the pre right by the TV the noise is about 50db.

Thanks. I'm just having difficulty making sense of this new piece of information. Does this mean that the pre is just picking up EMI or something radiating off the TV, not a ground loop or anything else?
