University Audio Mediterranean

One of the reasons they may be lacking in top end is the tweeter horn is too low. Specs say the cabinet height is 22-1/2" overall which places the tweeter over a foot below where most manufacturers recommend. Another reason might be it's just a crappy tweeter.
 
And there is a substantial shelf/lip right above the tweeter, blocking any attempt at vertical dispersion, and you use them with the doors/grills in place, the whole speaker is sort of firing into a box. I assume that such speakers were intended for mood music - nice sounds in the background. And I assume that they were used in large enough rooms that the lack of dispersion was compensated for by listening very far away.
Some of the University speakers are very pleasing, but I think they are less predictable in their quality than some other makes.
 
Actually, although that tweeter isn't positioned ideally, if it's an HF206, it's a very good one. Crossover is a bit high at 3500 hz, but it sounds great with the right capacitor.
 
That plastic 'fungus' shows up a lot on plastic knobs of that vintage. Many Heathkit components have it in abundance. It comes off with rubbing.
