Weak volume on one channel

I have a fisher 800b driving Dynaco A25 Speakers. Recently, I noticed that the left channel is almost silent below 30% volume, and then hums and pops into normal output at that point when raising the volume. I cleaned all pots and noticed no other obvious issues. Any thoughts? Thanks, Steve.

You might have a bad volume pot that cannot be cleaned out. Cycle through the selectors also. Try plugging your source into different input to see whether you still have the same problem.

This is a stereo amp, everything is self contained, you might have to open it up and use the schematic to trace the problem.
 
Swap the phase inverter tubes (amplifier off!) from left to right and see if the problem moves to the other speaker.
