Looks like it has a tone arm or is that gave to do with the recorder? No affil.

I suspect it's actually a combination wire recorder and record player. Notice that the spindle appears to be the correct size for a record. Techmoan once did a video on a combination record player/RTR, which used the center of one of the tape spindles to spin the record. Obviously much newer than this.

I've seen the Techmoan video. Sure would be a conversation piece in a collection.
