Yamaha RX-890 Static coming from preamp only

Hi All I Need Help have a Yamaha RX-V90 That lost sound on right channel started a service on it I found swollen main filter caps and scratchy controls I replaced all the caps on the main and standby power board with Cemi con from Digikey USA, also cleaned all controls with deoxit when I was changing some caps I found this (see photo) on the regulator board for the + - 5V and + - 12V a bridged connection so removed it and replaced all 4 regulators as one seemed to be shorted, when testing out of circuit. now all is working good on the main amp but the preamp is only putting out static on both channels that will change with volume, tone, and balance controls, all voltage from main board seems ok. one other thing is the motor drive and LED on volume control are not working.

the preamp is only putting out static on both channels that will change with volume, tone, and balance controls, all voltage from main board seems ok. one other thing is the motor drive and LED on volume control are not working.
Check your power supply voltages suppling the pre-amp and volume control circuit.
 
Thanks for the help, Have 12+and- at op-amps and 18+and- at volume driver IC also display displays Vol Up and Vol Down when hitting remote.
Another thing I have noticed some times get the same static from main amp very soft (volume control makes no difference of course) without pre out and main in jumpers inserted that will go away after powering off then back on again. I am very confused :(
