Not an expert, hopefully one will respond, but the music sounds slow, so my first thought is the tape drive motor is turning slower than required, and my next thought is old motor with worn bushing or bearings? Have you inspected the spindle shaft of the motor for play or smoothness? Have you checked the voltage going to the motor?
The motor stopping mid tape could be due to it overheating due to being worn out, have you checked the temp. of the motor housing when it stops mid tape?

Except for mechanical issues it would be most helpful to have the schematic for the unit, motor control and all that affects it. If the motor can be disassembled, clean everything, armature shaft, bearings, everything, coat shaft and bearing very lightly with machine oil and reassemble taking care to center everything for free rotation. Your hands will know as you assemble. I've seen it fix slow speed on various turntable, reel to reels and cassette decks, sometimes. Motor control circuitry, the schematic, would be nice for troubleshooting.
In general for the issues with slow/difficult RR/RW/PlayBack system indicate there is an issue with the components of that system. Before tearing into the transport I would recommend checking the voltages at the motor involved with the RR/RW/PB. The video shows motion of the Tape Movement system which "seems" to be working, but it may not be OK. The motor involved with the FF/RW/PB is tasked with two different modes of operation that being FF/RW which is a high speed mode operating at 12-14 Volts and the PB function which is a low speed function operating at a lower voltage around 6-8 volts [exact voltages may be called out in documentation you may be able to locate]. How this low speed/high speed tape movement function is achieved is done numerous ways for each manufacturer/model. Your video demonstrates this FF/RW/PB issue is a "usual suspect". Keep in mind a Cassette Deck transport is a miniaturized Reel to Reel transport and can be very complicated. Your best bet is to move this request for assistance to the "TAPE" section of the forum and search for your deck. Learn all you can before attempting to repair you deck and find someone on the forum who has worked on your particular deck. In my opinion this is your best option. An original Service Manual will be something I would seek out first online buy/sell sites and may discuss this very issue in the SM.
Your deck has AC capstan motor not DC. 1) Trying turn the pinch rollers to make sure they turn freely. I fixed many (Years and years ago) with the lube in the pinch roller shaft dried up. Sometimes there was remains of a chewed tape still there. 2) The surface of the rubber maybe glazed or harden. I do not know who make replacements. 3) Your Take belt is suppose to be a square belt. I do not know who makes a replacement.
Your round belt sits to far down in the motor pulley and the take-up pulley. It is like a bicycle gearing, the belt you have is like the bicycle crank gear being on the smallest sprocket and in the wheel sprocket being on the smallest . That will give you a slow speed and less torque. That is why the forward & rewind is poor.
