Seems like it would be hard to mistake the capacitor in the OP's pics for oil caps.
Lot's of way to build parts. But, through that era, lot's of manufacturing was built to mil-spec standards. For parts that were vibration prone, that meant parts were often potted. So, not too far fetched to assume that oil-filled caps could be sealed in a potting compound/wax.
