Basic question, Why does this dust cap stick out?

I have a pair of Sansui SP2002's that need a couple of the dust caps replacing. Unfortunately these are both aluminium ones and for some reason, they stick out of the cone about 2mm or 3mm.
There is a cylinder on what looks/feels to be paper that they are capped onto that comes out from the base, I guess, of the cone. Is there any reason for this?
I am planning on just cutting it down and putting on a normal dust cap that connects back to the cone.

I really don't know if I'm explaining this right, I did try finding some info on this, but either I'm saying it wrong or it's just not something there is much info on.

That is what I thought too, however it really just seems like paper. I cannot feel anything there, such as the wound coil, also it will not move in or out at all as I can see its glued to the base of the cone.
 
The voice coil former may not be flush with the cone and trying to trim it flush may ruin the project!

I don't see any problem with applying a proper sized dust cover on the existing former, just keep glue and other stuff out of the gap.

Thought a better picture might help to explain, this is the other speaker where the cap was mostly off when I got them.

Maybe it isn't the voice coil former. Maybe it's a phase plug, though they usually stick out much farther than a couple of millimeters. A phase plug is intended (afaik) to prevent interference effects from sounds on opposite sides of the cone interacting.
 
Ideally I would love to find a aluminium cap that's the right size to put back on it, but it's proving to be quite difficult. It seems to be about 35mm that I would need.
If anyone knows where I could get these speakers would be very grateful.

I would leave it alone, but I like having the covers off of these too much, they are my favourite pair of speakers currently.
