Calrad tube tuner (c. 1965) with volume imbalance

So this gutsy sounding little Calrad 202 tube tuner has a problem: the right side is far less gutsy than the left, and there is definitely a channel volume imbalance. Because I could immediately see that they were mismatched and not exactly what is called for on the chassis, I tried replacing the two (CORRECTED FROM FIRST POST) 6AQ8 (ECC85) tubes--on the front end right near the antenna input--with two RFT ECC85s. That made no difference in the level (except maybe improving the overall sound?). I also tried replacing a 12AX7 and 12AU7, mainly because I had extras lying around. That also made no difference. Unless it's really straightforward, like replacing a cap or resistor, I can't do much beyond rolling tubes. But I would be grateful if anyone wants to venture as to where they think I should look next for the problem.

P.S. I cannot find a schematic or much information at all on this tuner.
