It's written like that to keep the phone number from being picked up by programs scanning for phone numbers (does any company actually do that on craigslist? beats me, but people think they do). As for the rest of it... I suspect the rent money was spent on alcohol.

Constantly... but a French-Canadian would have spelled it correctly even if it sounded like that when they read it out loud.

Nobody needs phone #'s bad enough to send bots crawling through CL looking for spelled-out versions, much less ones that have been intentionally misspelled.
