Cassette Deck issue, need help Marantz 5220

I'll keep this short and sweet.
Marantz 5220 2 head cassette deck.
It plays, records, forwards, reverses, etc.
VU meters work in play mode.
VU meters work when Play/Record are pressedan and when it is recording.
But
VU meters do not work when Pause button is pressed.
Example: Play/Record/Pause. as when you setting level.

From everything I read in manual, and with every cassette deck I ever owned, you set record level with Play/Record/Pause and then when set, release pause to record it.

Could I have some sort of dirty switch or something?

Are you placing the deck in Pause mode first before selecting record mode by pressing the Record (REC) and Play buttons? Here are the recording instructions from the instruction manual:
