CR-640 both meters stuck

Digital volt meter shows proper signals are getting to the meters.
With meters out, blowing lightly on the needles, they stick all over.
99% alcohol has not freed up the stickiness.
Could be a victim of cigarette smoke.
I have read all the past posts on this question, but no one has addressed the issue proper.
Any suggestions on how to unstick a meter?

The needle is clear of the faceplate.
Both return springs look perfectly formed.
The coil is evenly spaced around the magnet.
It moves rather freely with the slightest breath, but sticks at the home position.
More or less center for the tuning meter, it never quite returns to center.
Far left for signal strength, it is sticks at the 1/4 position unless I blow on it to make it go home.
It is sticking most where it has spent the most time.
The coils are the correct color with no signs of overheating.
The bearings are seated in their proper position.
