CR1020 voltage issue

Hello as the title indicates iam working on restoring my first Yamaha receiver a 1020 and for the life of me i can not figure out why the violet cable coming off the power supply boards wont read anything other than 9v on dbt and on mains power someone please point me in the right direction.

Measure the DC voltage at test points marked -NB and +NB. Use any test point on the power supply board that is marked E as your common ground for the black meter probe.

just as the title says the VI line coming off of the power supply board is reading-9v and it wont go any higher or lower than that and iam trying to figure out why it is not at -25 like it should be. The relay wont click and ive been having issues trying to track down where it comes in at-30 and where exactly it drops down to -9v . Also on the 18k resistor right above tr714 the voltages are correct going in but there is nothing coming out of that resistor ,and is the same after replacing it with a new one
.
 
Are the Instrument Lights coming on? Is it staying in protection mode when it's powered on (do you hear a click - then it's supposed to come up)?
