IMO, positively NOT Altec, not stock ones anyway. To the very best of my knowledge they never used a vented or damped aluminum dust cap, those appear to have a small vent(ala Becker, Oaktron, Utah, etc.) or a felt damping disc in the middle of the dome.
In a broad sense, unless they're practically free and just down the street, i'd move right along to the next find as it's bound to be better.

I recognize it as a "bullet" horn tweeter that RS used to sell, similar to the Mach one tweeter. That one is a conventional dynamic tweeter and not a piezo AFAIK.
