I thought it was obvious, but it looks like I'll have to explain it to you. From what I've found with wow and flutter meters and test LPs with a 3150 Hz tone for use with this type of meter, the meter, for example a Sentinel FL-3D-1, detects frequency or phase modulation on the 3150 Hz tone. Besides wow and flutter, whatever that is, I figured other types of vibration might cause modulation of the 3150 Hz tone from the test LP which could be theoretically detected using a wow and flutter meter. The Sentinel FL-3D-1 has a discriminator for detecting FM/phase modulation apparently. I'm not sure how software type wow and flutter meters work, though.
