Yes, normally it would be 345 wpc but in this case with it being rebuilt with all new upgraded output transistors it puts out 1 1/2 times it's rated output!
I don't know chit about chit, but you can't get an increased output like that by changing output transistors or power supply caps. It must have already put out close to 500 wpc before the restoration. You'd have to increase the voltage output of the transformer, to increase the wpc.
The new outputs may indeed be able to handle more current than the originals, and less prone to failure.
I wanted to ask if the 700B has a speaker relay, or is it like the 400, and didn't have one installed?

No, there is no relay. I don't know chit either, and don't know what it put out before the rebuild I do know at 500 wpc it's drawing 14 amps! I know my HPM 100's are happy! Amazingly, they can take everything this amp can throw at them!!!
- The DC rails on the 700 run at about 100VDC. The 400 Runs at about 80VDC
- The output power should be measured with both channels driven into 8 ohms and AC input of 120 VAC.
- The output transistors are likely MJ21196's which have slightly better voltage/current specs. Their safe operating area is improved.
- A fan is highly recommended. Use 2 x 12 VDC fans connected in series with a 12VDC wallwart.
- If the amp is installed in a safe area away from children and probing fingers the heat sink covers can be removed for increased ventilation. WARNING! This exposes the output transistors which have 100VDC on them.
- The 700 does not have an output relay. I designed one for the 400 a couple years ago and intend to modify it for use in the 7XX. Just don't seem to have time to do it.

Teh 700's were never intended to run at 350 Watts for home use. The high power rating allowed for an increased voltage swing on transients to avoid clipping. I've run a 700B on Minimus 7's and they didn't have any complaints.

The rails on the Phase Linear 700B are +/- 100V.

Yeah I saw that amp on ebay and was interested in it but I got a bad feeling about it. The auction site was the same as the guy in Washington state where his screen name is college expense and I do trust that guy but suddenly the same amp that he sold is being sold a little later in Florida with the same exact webpage info. So I emailed the guy questioning him how come his auction was the exact same as College expense and he never replied, so I didn't bid on it and you got it for the make offer price. The amp looked pretty clean and I guess if you got it he was legit. I just wonder if it has a problem and that is why he sold it so quick after buying it from the Deans son. I hope it is ok for your sake as it looks nice. I have a complete Phase Linear system with just about everything they make, including their Adomeda speakers.
You got that amp for a good price and hope it works well for you, but I wouldn't recommend you driving those speaker at full volume for very long periods, you will either lose your hearing or the amps will catch on fire!
