Heathkit C-3 Capacitor checker vs. later models (IT-11, IT-28)

Does anyone have experience rebuilding and/or using the Heathkit C-3 Condenser (capacitor) Checker? They can be had all day for well under a hundred bucks (much unlike the later IT-11 & IT-28). The leakage test side on the C-3 appears to go up to 450V.

Wondering if a rebuilt and calibrated C-3 would be a worthwhile addition to my workbench (I rebuild tube and SS amps), or if they're cheap for a reason.

I think rebuilding one, reading through the manual to learn how they work and testing caps with it is a valuable educational experience.
