You can also try jumping a wire from the "start of the black cable" to the grounded thumb screw. If the hums stops --- there's a problem of wiring within the tonearm.
The turntable is currently being connected from the grounded thumbscrew at the back of the turntable to the phono pre-amp's thumbscrew?
