The heaters in those three tubes, are run from the cathode current of the output tubes (their heaters are connected in series with the combined cathodes of the output tubes, through the balance pots).
Are there known good tubes in V1, V2, and V3? Also, are the output tubes all in the amp, and are they known good?
If so, the next thing you need to check, is the output balance pots. If they're broken (no continuity between all three leads), you won't get current from the output tubes, to that circuit. Also, check the wiring between the output tube cathodes and those balance pots, and those pots and the heaters of V1, V2 and V3.
If not, you need to make sure you have, or get, good tubes. The three input tubes in V1/V2/V3 and the four output tubes all are dependent on each other being good, in order to work...
