Rebadged DiaTones? The parts look familiar to a lot of domestic Japanese stuff I've seen in second hand stores.
You could stick some Mylar caps in place of the old ones and test them out. I have this suspicion that a lot of old Japanese units were needing better tweeters. If these units held some major promise you might think about trying to match the tweeter with a better pair. Solder them straight on (using heat-sink clips).

No Heil tweeter in these -- odd, as the PS-8/8A does.
