Looks like a servo drive unit of some fashion. Description says it was used to run a camera mount, so that makes sense. You might be able to re-purpose it to an audio amp but it likely wouldn't work all that well.

I wouldn't expect this to be remotely radioactive. If it was, it would not have gotten out into public hands. The military was pretty good about keeping radioactive milsurp away from people, to the extent of removing radium-painted signal meters in a lot of the receivers they sold off.
