How much power is enough when going to a tube amp?

I believe it's been done. Someone posted pictures of a pair of EL84 mono block amps recently with eight EL84's per channel, if I remember right. I don't think it was eight EL34's. I do remember thinking that's a lot of output tubes for that much output, when just two bigger power tubes would have gotten you there.
