PROGRESS REPORT:
Resoldered the 4 yellow caps back onto the board and reassembled the fan unit. Tested by pressing the remote Hi button - blades began to turn - pressed the Reverse button - blades reversed and sped up to Hi speed. (That's the good news). Pressed the Lo button - blades continued turning at Hi speed - WTF! - Pressed the Medium button - fan shut off - WTF!!
PRELIMINARY DIAGNOSIS:
1) Pressing the Hi button turns fan on to Hi speed - so that works
2) Pressing the Reverse button does stop and reverse fan direction - so that works
3) Pressing the Medium button turns the fan off - so that doesn't work
4) Pressing the Lo button turns fan on to Hi speed - so that doesn't work
I'm considering desoldering and testing the four little black caps like @jaybirdss396 suggested.
There's a reason this fan don't work right, and I purpose to figure it out and fix it
In the meantime, I'm still open to expert analysis and insights
Oh, I also used aluminum tape on the Reverse buttons of the other three fans, and now have three out of four fans working good as new
