Yes, often it is. However, I don't consider that to be good practice unless it is double insulated and not connected to mains earth.
It was the 70s, and in North America at least grounded outlets were a fairly new thing, only standard for about 15 years. Not much was made with an earth, or double insulated. Can modify that if you want and are knowledgeable but it can introduce different weird problems.


On this one i think the fix is to evict the modern parts and put them in an external box. Shields and grounds are likely to block the RF and make it not work.
 
I use several Apple Airport Express units to stream via WiFi around my house. If you have an Aux power outlet on the back of your receiver you can plug it in directly. The audio output will need a 1/8" stereo to dual RCA adaptor and then plug the RCAs into your Pioneer.

It's also a dual output so you can also plug an optical cable into the same jack and send the signal to an external DAC if you like but the internal one sounds fine.

These are plentiful and cheap on eBay. I just picked up one for under $12 shipped. You want the A1264 version.
