Kenwood KR-5600 receiver plays FM out of only one speaker

Hello! I’m having an issue with my Kenwood KR-5600 receiver. When I listen to FM radio, sound only comes out of the Left speaker. When I turn the balance knob all the way to the right, I can hear a very quiet signal in the right speaker, but the Left signal is sooo much louder than the right. When I press the Mono switch, it plays in mono no problem, equal in both speakers. The odd part is, it’s only the FM radio input that has this problem. The phono and Aux inputs work great, equal volume from both speakers in stereo. Any ideas? What would be causing this behavior ONLY on the FM input?

Btw, I opened it up and cleaned all the controls and pots. Still having this problem. All other sources are totally normal, just the FM source plays on the left side only. I don’t have an external antenna attached. Any ideas??

Assuming the controls are clean, I'd put a scope on pins 20 and 22 on the tuner board (x05-1310-11) and compare them.
