Luxman TT tone arm lift has lost the oil / fluid fill

any suggestions what to look for problem & solution & how to refill ?

What you have to do is take the lift piston apart, and coat the piston with the fluid. Don't use too much or it will move extremely slow. Depending on the model and construction, you may have to remove the arm to get the piston out, or you may be able to just remove the piston assembly. To avoid this happening again, do not put the turntable on top of equipment, or anywhere warm. The heat causes the fluid to melt and run out.

I thought it would be some thin oil not silicone

I suppose air in the tube is needed to compress. ??
 
The fluid is a very thick goo, doesn't seem like fluid at all. You spread a coating on the piston and the viscous fluid provides the damping because of it's thickness. No air.
And, yes, it is the same stuff used on most turntables.
