Marantz 4300 startup hiss / distortion.

Weird issue on a 4300 I got in. The second you turn it on there’s almost instant white noise. I ran a signal straight to the amps and they play perfectly. I believe the problem is in the preamp, but the thing is, the audio is clear behind the white noise I’m getting. Does this mean it could be bad transistors in the power supply ? It’s in both channels.
